No its not. The bossy warthog is protecting the waterhole from the African animals. When he's busy doing other things (picture clues) animals drink from it-1 elephant, 2 zebra, 3 tigers.It's a number story in rhyme but he get's his just reward for being bossy because when he wants to drink there's only mud left!
