I could be wrong but I'm sure on my recent and brief training on ecers the trainer mentioned that our LA wanted us to use ecers-r because ecers-e concentrated more on provision for curriculum areas. If you would like me to explain myself better please ask cos I am having a very bad weekend and feel I'm not making much sense but that might be a good starting point.
