We had ours done at our local print shop - we 'mocked' up the design ourselves on the PC and then emailed that over with a few photos, our logo and some words - I think we paid for an hour of design and then the banner was really cheap - I was suprised £30? and now they have our logo etc we get them to rejig it from time to time and put a new one up.

Just be careful where you display them - our local council confiscate any that do not have permission - I am trying to do the same and advertise the business but a charity I also help with, advertised their firework night on a banner and the banner was taken down by the council and they would not return it.

There are some reasonable online companies but like Rebecca suggested I would speak to a local company - we are lucky that a parent owns a company that designs and prints.

We used Vistaprint as few years ago. It was expensive, around £80 I recall, but it bought 2 children in within a couple of weeks so paid for itself quickly. Ours is attached to the church notice bosrdvasnd as tree on church land so not council property, maybe why its not been removed?
