Out of School Care Qualification needed to be a manager?

Wondering if anyone can tell me if you need to have a level 3 qualification to run an after school club for children aged 4 - 11 in a school?  (it will be governor run)

I seem to vaguely remember information about scrapping the need for a qualification (might be wrong!), but if you have children who are from Reception (and potentially Nursery in the future) wouldn't you need to cover the EYFS requirements of at least a level 3 manager?

Thanks Finleysmaid, reading that it does seem that you don't need a qualification which baffles me, but heyho the powers that be (Ofsted) must know what they are doing!

we do run with qualified staff but then we have nursery children and we're not on the school site. Once you're on a school site things seem to change. You could always email ofsted to see if they will clarify??
