Nappy Cream application policy

Hi there. 

We have a preschool unit attached to the school and have several children coming through that are still in nappies. 

With this in mind, we wanted to have a policy for the application of nappy creams and wanted to ensure that it was clear about the administering of this and ensure we follow this correctly. 

Any help would be great.

Are these children actually sore then? I ask because I have never needed to apply nappy cream in all my (many, many) years of pre-school
