Nona If they're hard to reach do they know the pass is there? And once they are reached does that mean the pass is taken away? Its so confusing trying to work out exactly what equality of opportunity means!! Middle class children like the zoo too and if they're with a childminder who is probably earning half of the minimum wage, doesnt she quailify for being in need of a free trip?
