Is there a place where we can update parents what is happening in the setting e.g. dates for your diary and a place to send out news letters

Absolutely! I'd recommend the Memos feature for this. 

You can enable Memos from Configuration > Features and then you'll find it on your top task bar. Memos work similarly to observations, but they don't get added to children's journals so work best for things like announcements and newsletters. You can send memos to individual parents or groups.
