Change of use - nursery premises

Can you start non structural work eg ripping up carpets, painting etc on your premises before your change of use planning permission has come through?

I would have thought so................... just be wary of spending too much in case you don't get the permission

I'd proceed with caution as narnia says. Curious to know what area you're in? They wouldn't let me change use - outer London - residential to D1 as housing stock is of a premium.
