Most of the units should be covered through direct observations or refelctive accounts but evidence can be collected in a variety of ways. There is an assumption that you won't necessarily come across all the PC's and evidence for this can be collected through questions or case studies instead. I think it's a bit high-handed of them, unless it's going to be that way with the new Standards from November. Even then, they should accept existing candidate's evidence!!
