Full Core Offer

I would be very grateful if someone could explain full core offer to me. I had thought that phase 1 centres were full core offer and it meant that the CC was in a very deprived area and they had a teacher and probably daycare on site.

BUT

I was talking to the manager of a phase 3 rural centre who told me they had just got full core offer, so now I am totally confused!!!
