Marion
Cost for parents too ~ parents on minimum wage can't afford childcare accessibility ~ in my village there is no childcare so unless you have a car you can't access childcare choice ~ in the village where I teach there is one day nursery with a poor reputation
louby loo
a fear of form filling - for a variety of reasons - language, unable to read or write, may no want to be in a 'system' -re free places. Certain ethnic groups may not want true age identified as they want children+exented families kept together. xxx
