We are starting up another pre-school in January and we want to start a manual that would help a new manager understand what we think is important . In it we want to list and describe all procedures and systems.

Has anyone done something similar?

I think I would be inclined to use your current policies and procedures and a welfare audit of the EYFS as a starting point? Our Early Years team recently provided us with a welfare requirements audit which I found useful to ensure we were meeting all areas.
