Ofsted confusion!

Why are Ofsted so blooming useless with information they hold? I, like all of you filled in those online forms months ago. With the new changes I understood that as manager I could no longer be a nominated person but could be named to share any information with Ofsted. I contacted them yesterday just to double check that they hold all the correct committee members and opening hours etc. No can't share that information with me as am not NI. So long story short they have our opening hours from 4 years ago, despite the fact they have been updated at least three times since! They then said that if I wanted to be NI then I could complete an EY2 and go on the committee. So confused, thought as manager I could not be on committee or be the NI. Can anyone clarify this once and for all. Thing is I really need to be able to contact them with information as my chair is mostly unavailable due to health issues and probably will be for a few months. Feel like we jump through sodding hoops for Ofsted and they just seem to make everything so confusing.

Lots of managers of committee settings have joined the committee to then do the ey2 to become the nominated person, I am the NP (somehow ofsted had me as a committee member already :-/) it might depend on your constitution, we use the PSLA 2011 one that allows employees to be cm,s. I don't think they take much notice of what they are told, I remove old members after every AGM but still at the next inspection they have a list of members going back years.

I had the same problem as a 'named person' and not on the committee. Basically all they will discuss with me is SEF. Anything that involves names of people etc is covered by data protection so they will not discuss. I tried several weeks to check on the progress of registration process of new committee members but I am not allowed acess to that information. Even trying to get through on the telephone system is a nightmare!

ofsted have changed their information about this. Unfortunately i can't find the link at the moment...i'll look later!

I asked about this when I last spoke to ofsted and was told nothing had changed even though I had also read this Finleysmaid.

I am in conversation with Sean Harford - he has asked for a question so that he can email Gill Jones the exact problem - Can someone who has had this issue please put the exact problem into a question for me... I'm looking at you zigzag, mouseketeer, lsp???

No Ofsted bashing please, he's genuinely trying to help - he's the top of the Ofsted tree so play nice...

My question is: As manager can I be on the committee so that I can be the nominated individual for my setting.

 

Shame I do love to partake in a bit of Ofsted bashing!!

It didn't end up being a problem for me as when I phoned to find out how to become a committee member I was informed "you already are", a few weeks later I had a call from ofsted because I wasn't named on the Charity commissions list of trustees (even though I am/was already the named contact on it).

 

The problem came up when ofsted decided to move the goal posts and say that the nominated person, which in many settings had been the manager/supervisors for many years could no longer be it unless they became a committee member, well we all know how long that process takes, but you either had to do that or make a committee member who won't necessarily have the criteria from FMs link anyway and every year it could be someone else, how does that support data protection?

 

My question would be 'how is it preferable to have someone who joins a committee as a volunteer be the nominated person over the person with the knowledge, experience and responsibility for the day to day running of the setting'?

 

I think committee run settings should have to have 2 nominated people, It should automatically be the manager and the other a committee officer (preferably the Chair).

Yes that makes sense Mouseketeer - in charity run provisions, can the manager be the nominated person without becoming a committee member, alongside an actual committee member? That way you get the continuity and the professional and 'local' knowledge.

 

Like others, I thought I had read something in one of the big ofsted conversations a few months ago.

My question would be : as DBS checks are taking so long (still waiting for this year's committee to receive them) we cannot submit an EY2 until they have a DBS, are these people still officially committee or not? At this rate they won't get EY2 clearance until Easter, and they leave in July.

Hi

I am the manager of a preschool setting. I was told by Ofsted that I could be the nominated person as long as I was on the committee. I was voted on the committee, completed another dbs, completed the health form which had to be signed by a doctor, and completed an EY2. I am now my settings nominated person .

I could go down that route Carol, but if I am honest, I don't want to be on the committee along with all the other stuff I do in my own time. I do have a member of staff who is a committee member and she is the nominated person.

The only problem I see under the current constitution with the PSLA 2011, is that as a manager and as a committee member you are only allowed to be on the committee for a period of time( think it's 6 years) so what happens then !!!!!!!!!!!

I so wished it was more simplistic, fair and user friendly, alas it is none of those.

How many other groups are the same Mouseketeer. Without people like yourselves, pre-schools would have have closed many moons ago.

Totally agree Fredbear..... without people like you and I groups would be closed .....

when you find out whats the right procedure let me now please...committee got dbs and I am on as a committee member and NP and to be honest the group would not have survived.Whats EY2

All the committee must complete an EY2 with Ofsted. It's an online thing and allows them to keep track of who us on the committee, if they haven't done it, you'll get a rubbish Ofsted inspection!

Individuals complete an EY2 form as part of the process of becoming a committee member. An EY3 form is completed, and signed by the nominated person to inform Ofsted of changes to the committee e.g. people joining or leaving the committee.
