Hi all!

I've been asked to take part in something with our Local Authority around funding budgets and representing the Early Years.

I wondered if you would be happy to share the following information:

1) What is your hourly rate of funding for your LA for 2 year old and for 3 / 4 year old funding? (We have different rates for 3 / 4 year old funding depending on whether we offer flexibly (over 3 hours per day, over 38 weeks per year) or non flexibly.

2) What is the average hourly rate that you charge for these sessions? (trying to work out how much providers are making or losing per hour on the funded sessions)

3) Which Local Authority are you in?

4) When did your funding rate last increase?

5) Do you know how your Local Authority sets your hourly rate?

I'll start with ours:

2 year old funding £4.95 per hour 3 and 4 year old funding £3.75 or £3.91 depending on flexibility.

Average hourly charges between £4.20 and £5.60 per hour depending on the sessions taken

Last increase was 5 years ago

Funding rate set once per year at a Schools Forum which currently has no Early Years Representatives sitting on it.

This is not for academic research and wont be printed in any format it's just so that I can take this along to a meeting with the LA to start some discussions about the whole funding issue, it's really about trying to hep Early Years have a say in the decisions about funding which can have a huge impact on us.

I'll share the results when I've put them together and I think the differences could be very interesting!

Currently £5.50 (2 yrs) £3.60 (3/4 yrs)


2) What is the average hourly rate that you charge for these sessions? (trying to work out how much providers are making or losing per hour on the funded sessions)


£4.50 per hour


3) Which Local Authority are you in?


A London Borough


4) When did your funding rate last increase?


2010!!!!!!!!!!!!!!!!


5) Do you know how your Local Authority sets your hourly rate?


Same as you Schools Forum- made up of mainly school bods and no EY reps on but for the past year we have had a 'working party' that has fed into the schools forum, with 2 members from the PVI

2) What is the average hourly rate that you charge for these sessions? Currently £4 per hour but this will be increasing next month to £4.50


3) Which Local Authority are you in? West Sussex


4) When did your funding rate last increase? Before my time! 2009 or 2010, our manager thinks 2009


5) Do you know how your Local Authority sets your hourly rate? I honestly don't have a clue! It's reviewed each year though.

2yf funding 4.85. 3/4 funding. 3.58 with supplements of 5p and 7p dependent on Ofsted rating

 

non funded 3.52ph - plan to increase to 3.63 in autumn

1. 2 year funding - £4.85 / 3/4 year funding £3.87 (see answer 4)

2. Fees charged all ages £3.20 per hour (reviewed every September)

3. Norfolk

4. Not changed for years but new single funding formula to start 1st April 2015. 2 year old rate to stay the same. 3/4 year rate will be flat rate for everyone (including childminders) at £3.30 then additional payments for quality (staff qualifications) and flexibility (open more than 6 hours in a day) and deprivation. We will get £3.84 - a drop of 0.03p per hour per child (£17.10 over the whole year).

5. No idea.

do you know i find this thread fascinating! (or perhaps i'm just nosey!) i thought the 2 year old funding was set by the government and we were al, getting the same....i'm sure that was what was supposed to be happening...haven't we had this chat before???

2yo £5.15 3/4 yr old £4.24

2/3/4 yr olds non funded Hourly rate £4.30

Suffolk

Last rise from £4 to £4,24 this summer term

Have forum with 2 PVI members

3 monthly meeetings with LEA to keep in touch

I am in Suffolk too, could you point me in the direction of the raise to £4.24 please as I am sure ours is still £4.00 (is between £3.30 and £4.00 dependent on staff qualifications) at highest level or have you included block allowance and disadvantage formula too?

On top of the ey grant we get £555 per term block allowance and an additional £85 per 'disadvantaged' (postcode dependent) child, which is basically all of our children.

Everything else the same.

Non funded hourly rate is (ridiculously low) £2.00.

Hi Jeany..thanks for quote...i get those add-ons seperately....Manager is EYITT ( after a years hard work) so get Band A....I .didnt get to last LOP meeting this month as member of staff sick,but found on their posting of the details of that meeting on CPD....announced it there..not techno savvy so cant post the link but...go to .Suffolk CPD,log in ....your resources,then either 2,3,4 yrs funding icon...or List of Providers icon......meetings listed there and you can read what happened then on slide type pages as in the meetings,,,,,was on there......where r u in Suffolk...I am in Lakenheath ..xx Good luck

actually although this is the case for 3 and 4 year old funding i thought i had read that this was NOT the case for 2 year olds...of course although i have done some research can't find the info i need to back this up......where's Mundia when you need her? she would know what to quote i'm sure! ;)

Can I ask what the 'block allowance' is? :huh:

Block allowance

 

On top of the hourly rates, private and voluntary providers will receive a block allowance. The block allowance is intended to contribute towards some of the additional costs for example, Ofsted registration, insurance, accounting and so on which schools do not have to meet and secondly some recognition of additional premises costs.

 

· For group provisions, on school sites, the block allowance is £1,665 a year, paid in termly amounts of £555.

The term, on school sites, has caused a lot of confusion amongst providers. If your premises are on SCC land and there is a lease in place to pay rent, or peppercorn rent, to SCC then there is a good chance you are paying a lot lower rent than in the commercial world. If this is the case, you will be reimbursed at the lower block allowance.

· For group provisions, not on school sites, the block allowance is £3,330 a year, paid in termly amounts of £1,110.

· For childminders the block allowance is £345 a year, paid in termly amounts of £115.

 

The block allowance will be paid to any provider for any term where there are more than 5 funded children

We definitely are I think,lucky to be in Suffolk..... our regular update meetings are a chore but means we know mostly what is going on...and they seem to always keep us uppermost in their dealings,meaning we get the finance that is available from Central Government....

I find it fascinating & annoying at the same time! :-)

 

The 'powers that be' probably think we don't speak to each other to find the info out!!
